There is not one large group that I am aware of but most states have statewide groups. You can find them through your local school district homeschool page if they have one or the HSLDA ;) group page page if they list it.

This is an excellent question... I think for chronically late elementary and early middle school kids, the parents are the culprits. After a certain age, it is the child's fault. However, each case should be looked at individually. I remember having to fight against being given early morning detentions in high school when a family emergency (illness) was causing the problem. The problem lasted for a month and the administrators did not want to hear why I was late. When I finally got my point across they felt like heels, but in the meantime they made a difficult life situation worse.
