While there are terrible parents, the state doesn't make a very good parent either... often times even worse. Not a single state passed the latest federal child welfare review. Abuse and neglect are both over-reported (false cases) which overburdens an already precarious system, and under-reported (real cases). I don't have all the answers, but I actively worked in child protection reform for several years... sadly, there have been few meaningful changes.
