If it was stamed rather than metered it was probably junk mail since most stamped mail came from "people to small for us to bother with". Texas is constantly adjusting the nutrition policy and cupcakes are heavily frowned upon for holidays, not allowed at all for birthdays, and many school districts require they be store bought for food safety & tampering reasons.
