There's so much flesh being exposed at public pools these days that I'm surprised anyone even noticed the breastfeeding mom. With that said, I don't think it requires a ton of effort to throw a light cloth over the kid while he feeds.

Samual, the Catholic school I attended had a similar dress code as the school you teach at. We didn't have choices--we wore the school uniform, even on "special days."
