I have to agree with Andrea on this one, these were just bad parents. I'm sure they were just as neglectful when the children were in public school.

How much socialization is adequate?

What concerns me is that this 4.5 at a time per year is considered the average, which means that there are children with less and children with even more.

After a year of watching these kids never leave the house except for Church or my home & never getting any education; I called DCS.
