I think that must be a decision made by your local leaders, rather than a Church thing -- in our area, we meet with the council once a month for Round Table and we do follow the guidelines set by BSA. Each set of local leadership is responsible to decide what should be done in their own area, and they're accountable for those decisions, but it's too bad that the boys in your area aren't getting the full benefit of the program.
