I bought my daughter the kind of layering shirts you are talking about from Shade Clothing (no affiliation, just a happy customer) for Christmas. She loves them, and wears one almost every day. They're a great solution.

I think part of promoting modesty is to make sure our kids dress modestly around the house. I have a blended family with teenagers of both sexes, and so I have some firm rules on dress around the house. I think it helps.
